A true Stallone original: The one-man army of Lt. Marion Cobretti (Sylvester Stallone) uses laser-assisted submachine guns and a 45 Colt with a mother-of-pearl grip to rain fire and brimstone on anyone who breaks the law and gets in his way.

 The trail leads Cobretti - called Cobra - not only to a murderer, but to a whole group of psychopaths who want to establish a "new order" by force. An uninvolved witness (Brigitte Nielsen) is now supposed to believe it - it's just a good thing that she has found her guardian angel in Cobra.
